Uber is offering up to 14 days of #PaidLeave for drivers who are contract #Coronavirus For a company that treats its employees as independent contractors, this is an awesome step in the right direction!

I was placed on leave from my job several months ago by my dr. I gave my manager the paperwork from my dr. My manager didn't file the required paperwork within the 2 week timeframe required by my insurance provider. And he did not inform me he had not completed or I would have. I have since been denied paid leave. HR informed me it was my responsibility although I had no knowledge this was not completed although they admit if the manager cannot file within 7 days I needed to be contacted. Is this legal?
