To build a team, it's up to the management to help train the team, I first show them, i do the training with them, then have the new team member show me how to do the job, if they don't get it right, teach again, as management, we teach, train, motivate and inspire

Just keep looking. The right roll will come along. You may go through many wrong interviews or accept the wrong offers before the right position comes along.

Say " Im sorry you are leaving, you were great to work with. I'd be happy to follow in your footsteps - can you give me some pointers just in case they DO offer me the position? Never say more than that! Express interest, and butter him/her up, then stay or walk as you see fit. Do NOT commit yourself to staying until a written offer is made. You don't want to say yes, have them string you along, then you miss your chance at Job 2, and find out later that they do not offer the position to you after all. Be wise.
